Behrens is part of the firm’s European and Competition Law Group, and primarily works with public procurement, competition law and EU / EEA law.
Within public procurement, Behrens assists national and international suppliers, as well as Norwegian public contractors, in procurement processes, negotiations, appeals and proceedings before the courts, including cases concerning interim measures. Behrens has assisted the Strabag / Acciona consortium in the Norwegian Public Roads Administration's tender competition for the OPS contract at Rv. 3/25, and assisted Harald A. Møller with contract negotiations and other assistance in connection with the Norwegian Armed Forces’ procurement of new field wagons to Heimvernet.
Within competition law, Behrens assists national and international companies on all aspects of competition law, including questions on restrictive agreements, abuse of dominant position and notifications on concentrations to the Competition Authority. Furthermore, Behrens is a part of the team overseeing compliance with the conditions for clearance of the merger between Vipps AS, BankAxept AS and BankID Norge AS, decision V2018-18.
Behrens wrote her master's thesis on a topic at the intersection of public procurement and competition law. The master thesis had the title "Joint tendering as a by object infringement” and deals with the question of the legality of joint tendering in tender procedures.
Behrens took the special subjects EU Public Procurement Law and EU Competition Law at the University of Copenhagen.
