Today the Norwegian Water Resources and Energy Directorate (NVE) presented the long-awaited national framework for onshore wind power (“Nasjonal ramme for vindkraft på land”).
The framework provides guidance as to where wind power should be developed and offers updated and detailed information on the effects of wind power on the physical environment. Although not legally binding, the framework will designate the areas in which future concessions for the development of wind power may be applied for.
The national framework has the potential to enhance further development, as it demonstrates an aspiration to build more wind farms. However, it may also constitute an obstacle because the information gathered may represent arguments to limit further development of onshore wind, and support a shift towards the more nascent offshore wind market instead. The proposed framework will be subject to a hearing with participation from relevant actors before becoming final.
