Arntzen de Besche secures framework contract with Norad
Arntzen de Besche - fronting a group of companies and consultants with expertize in a range of petroleum and developmental disciplines - has recently been awarded a three-year framework contract for the delivery of consultants’ services to the Oil for Development (OfD) following a public tender process arranged by Norad.
Joining us in the consortium are ECON Pöyry, Det Norske Veritas, Gaffney, Cline & Associates, E & P Consulting, Geir Ytreland, Gunnar Gjerde Thema Consulting Group og Proba Samfunnsanalyse. Two other groupings, lead by Bridge Consulting As og International Petroleum Associates have also been awarded similar contracts. Norad will call off individual assignments under the framework contracts after mini-rounds in which the three groups will compete.
The Norwegian OfD initiative aims at assisting developing countries, upon their request, in their efforts to manage petroleum resources in a way that generates economic growth and promotes the welfare of the whole population in an environmentally sustainable way. Norad administers the OfD programme as a secretariat, under instruction of a steering group in which four Norwegian Ministries are represented; the Ministry of Petroleum and Energy, the Ministry of the Environment, the
Ministry of Finance and the Ministry of Foreign Affairs.
Petroleum plays an important role in an increasing number of developing countries. Oil and gas hold the promise of becoming vital resources for economic and social development. Unfortunately, in many cases it proves difficult to translate petroleum resources into welfare for the people. Hence, many developing countries, rich in natural resources, still score low on international development performance indices and are caught in the "resource curse".
